Narrative:
On minks one arrival to lga, received numerous vectors off course for spacing. Cleared to descend to 11000 ft. Captain flying, autoplt off, went to 10600 ft prior to returning to 11000 ft. TCASII RA received during event. Controller was extremely busy. First officer just returned to 'loop' after listening to ATIS report. (ATIS report was very lengthy.)
