Narrative:
30 mi north of la paz, on J1, we were cleared to 15000 ft. We were handed off from mazatlan center to la paz approach, and they cleared us to 11000 ft. After passing la paz VOR, approach asked us our altitude. I replied, passing 22600 ft for 11000 ft. Approach asked us to maintain 23000 ft for traffic. I told them we would go through the altitude, but we would level off and climb back up. We immediately stopped the descent and climbed back to 23000 ft from 21500 ft. There was another aircraft which departed san jose del cabo and had been cleared up to 28000 ft. That aircraft was in view. They were told to level off at 21000 ft. I called traffic in sight, and that we were passing abeam them. Approach at that time, cleared us down to 11000 ft. 2 airplanes headed for the same fix, one climbing, and one descending, with no altitude restr. There was a misjudgement or lack of communications among the controllers in the timing/clearance for altitude restr.

Title: LGT ACFT WITH DSCNT CLRNC IN FOREIGN AIRSPACE WAS CLRED TO CLB BACK TO ALT DUE TO CONFLICTING TFC.
Narrative: 30 MI N OF LA PAZ, ON J1, WE WERE CLRED TO 15000 FT. WE WERE HANDED OFF FROM MAZATLAN CTR TO LA PAZ APCH, AND THEY CLRED US TO 11000 FT. AFTER PASSING LA PAZ VOR, APCH ASKED US OUR ALT. I REPLIED, PASSING 22600 FT FOR 11000 FT. APCH ASKED US TO MAINTAIN 23000 FT FOR TFC. I TOLD THEM WE WOULD GO THROUGH THE ALT, BUT WE WOULD LEVEL OFF AND CLB BACK UP. WE IMMEDIATELY STOPPED THE DSCNT AND CLBED BACK TO 23000 FT FROM 21500 FT. THERE WAS ANOTHER ACFT WHICH DEPARTED SAN JOSE DEL CABO AND HAD BEEN CLRED UP TO 28000 FT. THAT ACFT WAS IN VIEW. THEY WERE TOLD TO LEVEL OFF AT 21000 FT. I CALLED TFC IN SIGHT, AND THAT WE WERE PASSING ABEAM THEM. APCH AT THAT TIME, CLRED US DOWN TO 11000 FT. 2 AIRPLANES HEADED FOR THE SAME FIX, ONE CLBING, AND ONE DSNDING, WITH NO ALT RESTR. THERE WAS A MISJUDGEMENT OR LACK OF COMS AMONG THE CTLRS IN THE TIMING/CLRNC FOR ALT RESTR.
