Narrative:
While on an IFR flight plan from ucy, tn, to 8m9, ky, I was in IMC at 5000 ft MSL. Approximately 30 mins southwest of 8m9 I requested lower altitude. I understood ZME to say, 'maintain 3000 ft, cruise direct providence.' at approximately 18 mi southwest of 8m9 I was VFR and called center again to report VFR and to cancel IFR. I was unable to raise center after several attempts. Consequently, I descended and landed. After being on the ground for about 20 mins, the pay phone rang. As there was no one else at the airport, I answered it. It was center on the phone asking if I had landed at 8m9 -- I confirmed this. I had assumed I had received a cruise clearance and the IFR portion of my flight plan had been technically canceled. Problem, if any: 3000 ft may be too low to communicate with ZME from the 8m9 area.

Title: GA SMT ON IFR FLT PLAN WAS CLRED DSND TO 3000 FT. BREAKING CLR OF CLOUDS ATTEMPTS TO CALL CTR TO CANCEL IFR. UNABLE TO COM AND CONTINUED TO DEST. ON THE GND NEAR A PAY PHONE, HEARD PHONE RING AND ANSWERED. ZME WAS CALLING TO CONFIRM FLT ON THE GND.
Narrative: WHILE ON AN IFR FLT PLAN FROM UCY, TN, TO 8M9, KY, I WAS IN IMC AT 5000 FT MSL. APPROX 30 MINS SW OF 8M9 I REQUESTED LOWER ALT. IT WAS CTR ON THE PHONE ASKING IF I HAD LANDED AT 8M9 -- I CONFIRMED THIS. I HAD ASSUMED I HAD RECEIVED A CRUISE CLRNC AND THE IFR PORTION OF MY FLT PLAN HAD BEEN TECHNICALLY CANCELED. PROB, IF ANY: 3000 FT MAY BE TOO LOW TO COMMUNICATE WITH ZME FROM THE 8M9 AREA.
