Narrative:
Air carrier X (B737-300) phl to ord on arrival (the knox 3) descending to 11000 ft, when passing through 12000 ft we got a TA at 11300 ft and climbing. We started a leveloff at 11700 ft at which time we received an RA, climb. We assumed control of aircraft from autoplt and abruptly pulled up to avoid traffic. We were IMC, however, did get close enough to see the twin cessna. Estimate on separation to be 200 ft vertical and less than 1/8 mi horizontally. Close enough to lettering and paint/color scheme. After takeoff passed we asked the ZAU controller about the traffic. His reply was he was on a handoff line and did not realize the climb rate of the cessna and apologized for the conflict. Thank god for the TCASII. Supplemental information from acn 370693: we then saw the cessna 414 a few hundred ft away, just below us. Captain pulled back on yoke abruptly to avoid hitting the cessna. 2 flight attendants were injured.

Title: AN ACR B737 IN DSCNT TO 11000 FT ON THE OXI ARR RECEIVED A TCASII TA RA ON A C414 CLBING. CAPT REACTED BY PULLING THE B737 UP RAPIDLY TO MISS THE C414 AND 2 FLT ATTENDANTS RECEIVED MINOR INJURIES. THE ARTCC RADAR CTLR APOLOGIZED AND STATED HE WAS IN THE MIDST OF A HDOF AND WAS UNABLE TO CALL THE TA.
Narrative: ACR X (B737-300) PHL TO ORD ON ARR (THE KNOX 3) DSNDING TO 11000 FT, WHEN PASSING THROUGH 12000 FT WE GOT A TA AT 11300 FT AND CLBING.
