Narrative:

Requested taxi instructions for a runway other than the one that the tower was using for a majority of departures (runway 1R). Our crew had noticed that a considerable number of taxi markings (signs) were erected but not completed even though the construction of those txwys were complete. During our taxi we crossed the hold short of runway 1R/19L by approximately 15 ft. Upon realizing this we immediately stopped and notified the ground controller. Another aircraft was instructed to 'taxi into position and hold' on runway 19L. The aircraft held 'in position' and we were instructed to taxi across runway 19L. I recommend that 'standard taxi' instructions be developed for las. Additionally, once a taxiway is completed -- all taxi signs should be operational prior to that taxiway being used.

Title: FLC OF AN LGT DURING TAXI FOR TKOF PASSED THE RWY HOLD SHORT LINE BEFORE STOPPING DUE NOT OBSERVING THE USUSAL TXWY SIGNS AND MARKINGS. TWR THEN INSTRUCTED RPTR TO CONTINUE ACROSS THE RWY AND HOLD WHILE ANOTHER ACFT, AHEAD OF THEIRS, WAS CLRED INTO POS.

Narrative: REQUESTED TAXI INSTRUCTIONS FOR A RWY OTHER THAN THE ONE THAT THE TWR WAS USING FOR A MAJORITY OF DEPS (RWY 1R). OUR CREW HAD NOTICED THAT A CONSIDERABLE NUMBER OF TAXI MARKINGS (SIGNS) WERE ERECTED BUT NOT COMPLETED EVEN THOUGH THE CONSTRUCTION OF THOSE TXWYS WERE COMPLETE. DURING OUR TAXI WE CROSSED THE HOLD SHORT OF RWY 1R/19L BY APPROX 15 FT. UPON REALIZING THIS WE IMMEDIATELY STOPPED AND NOTIFIED THE GND CTLR. ANOTHER ACFT WAS INSTRUCTED TO 'TAXI INTO POS AND HOLD' ON RWY 19L. THE ACFT HELD 'IN POS' AND WE WERE INSTRUCTED TO TAXI ACROSS RWY 19L. I RECOMMEND THAT 'STANDARD TAXI' INSTRUCTIONS BE DEVELOPED FOR LAS. ADDITIONALLY, ONCE A TXWY IS COMPLETED -- ALL TAXI SIGNS SHOULD BE OPERATIONAL PRIOR TO THAT TXWY BEING USED.
