Narrative:
Departing dca jun/xa/97 at XA15 local time, initial clearance was intercept 185 degree radial from dca, expect radar vectors to daily intersection to maintain 5000 ft. Next altitude instruction was acknowledged to climb to 16000 ft. ATC claimed we were cleared to 6000 ft and stopped our climb at 8000 ft. Our contention is that we acknowledged a clearance to 16000 ft.
