Narrative:
Instructed to taxi out to depart runway 23R at cle to hold short runway 23L for landing traffic. I was running checklist and setting up for a short hop to bkl. Out of the corner of my eye I saw him pulling onto runway 23L with an aircraft on short final. I yelled at him to stop now, he was already past hold short lines. Both ground and tower questioned our actions. Aircraft on short final landed over us, uneventful.

Title: LR35 CPR FLC IS GIVEN INSTRUCTIONS TO HOLD SHORT OF RWY. AS CAPT RUNS CHKLIST HE NOTICES THE PLANE START TO ROLL FORWARD. HE YELLS AT FO TO STOP AS TWR QUESTIONS THEIR ACTIONS. ACFT ON FINAL LANDS OVER THE LEAR.
