Narrative:

Aircraft #1 (reporting aircraft) was sebound over a VFR chkpoint receiving landing instructions from toa ATCT when aircraft #2, a 400 series cessna, low altitude 800 ft MSL, crossed aircraft #1's position. Evasive actions were taken by both aircraft as viewed by aircraft #1. As confirmed by toa ATCT, aircraft #2 was not in contact with ATC and was quite probably in violation of part 91 congested airspace minimums. Seemed to be a quite typical high wing/low wing crossing scenario (speed and poor judgement of aircraft #2 a contributing factor). Better radio work would have probably eliminated this situation completely.

Title: AN SMA HAS AN NMAC WITH AN SMT WHILE TOWING AN ADVERTISING BANNER DURING LNDG APCH AT TOA, CA.

Narrative: ACFT #1 (RPTING ACFT) WAS SEBOUND OVER A VFR CHKPOINT RECEIVING LNDG INSTRUCTIONS FROM TOA ATCT WHEN ACFT #2, A 400 SERIES CESSNA, LOW ALT 800 FT MSL, CROSSED ACFT #1'S POS. EVASIVE ACTIONS WERE TAKEN BY BOTH ACFT AS VIEWED BY ACFT #1. AS CONFIRMED BY TOA ATCT, ACFT #2 WAS NOT IN CONTACT WITH ATC AND WAS QUITE PROBABLY IN VIOLATION OF PART 91 CONGESTED AIRSPACE MINIMUMS. SEEMED TO BE A QUITE TYPICAL HIGH WING/LOW WING XING SCENARIO (SPD AND POOR JUDGEMENT OF ACFT #2 A CONTRIBUTING FACTOR). BETTER RADIO WORK WOULD HAVE PROBABLY ELIMINATED THIS SIT COMPLETELY.
