Descending through FL195 MSL we received TCASII advisory followed by TCASII RA for climb. Other aircraft was visually acquired at 2-3 mi from our position. We deviated vertically and horizontally. Our clearance was to descend to 16000 ft MSL on flight plan route ccv to hpw.
