Narrative:

Passenger, mrs X, came into the forward service center to tell me the passenger in seat xxc had touched her 3 yr old son's penis (on top of his clothing). Passenger, mrs X, explained the man had touched her son's head first and then his penis area. Mrs X said she told the man 'don't.' she said he looked at her and laughed. The foreign man then moved to a seat near the front of zone B. The tour director moved to his xxc seat. This foreign man apparently moved to be near his wife. I asked when this had happened and mrs X told me it was before drinks were served in the main cabin. I told mrs X to point this passenger out. He was sleeping at this time and continued to do so until just before we landed. I asked the flight attendants to watch him as I had other children on the flight, including unaccompanied minors. I told captain of the incident and asked him to have the police, flight service, and lead agents meet the flight. I talked to passenger Y in seat xxd and asked him if he saw anything. He said he didn't see the incident. I also talked with mrs X, her son age 3, and daughter age 6. Her daughter related she saw the incident. Mrs X said her husband wasn't able to get on our flight and was taking a different air carrier flight leaving about the same time as our flight. The flight was met by at least 4 police, flight service and passenger service. The police were from the pacific division. Captain and I stayed with mrs X at the gate area. I then walked mrs X to the baggage claim area. We waited in the front of the airport until her husband arrived in a rented car. 2 agents also remained in the area.

Title: PAX STATES TO CABIN ATTENDANT THAT A MAN MOLESTED HER 3 YR OLD SON. HE WAS IN THE SEAT NEXT TO HIM, THEN MOVED AWAY. AFTER INTERVIEWING THE MOTHER, THE BOY AND HIS SISTER, THE CABIN ATTENDANT ASKED THE CAPT TO HAVE POLICE, FLT SVC AND LEAD AGENT MEET THE ACFT. RPTR HAS 33 YRS OF EXPERIENCE AS A FLT ATTENDANT AND IS QUALIFIED ON 4 ACFT.

THE FOREIGN MAN THEN MOVED TO A SEAT NEAR THE FRONT OF ZONE B. THE TOUR DIRECTOR MOVED TO HIS XXC SEAT. THIS FOREIGN MAN APPARENTLY MOVED TO BE NEAR HIS WIFE. I ASKED WHEN THIS HAD HAPPENED AND MRS X TOLD ME IT WAS BEFORE DRINKS WERE SERVED IN THE MAIN CABIN. I TOLD MRS X TO POINT THIS PAX OUT. HE WAS SLEEPING AT THIS TIME AND CONTINUED TO DO SO UNTIL JUST BEFORE WE LANDED. I ASKED THE FLT ATTENDANTS TO WATCH HIM AS I HAD OTHER CHILDREN ON THE FLT, INCLUDING UNACCOMPANIED MINORS. I TOLD CAPT OF THE INCIDENT AND ASKED HIM TO HAVE THE POLICE, FLT SVC, AND LEAD AGENTS MEET THE FLT. I TALKED TO PAX Y IN SEAT XXD AND ASKED HIM IF HE SAW ANYTHING. HE SAID HE DIDN'T SEE THE INCIDENT. I ALSO TALKED WITH MRS X, HER SON AGE 3, AND DAUGHTER AGE 6. HER DAUGHTER RELATED SHE SAW THE INCIDENT. MRS X SAID HER HUSBAND WASN'T ABLE TO GET ON OUR FLT AND WAS TAKING A DIFFERENT ACR FLT LEAVING ABOUT THE SAME TIME AS OUR FLT. THE FLT WAS MET BY AT LEAST 4 POLICE, FLT SVC AND PAX SVC. THE POLICE WERE FROM THE PACIFIC DIVISION. CAPT AND I STAYED WITH MRS X AT THE GATE AREA. I THEN WALKED MRS X TO THE BAGGAGE CLAIM AREA. WE WAITED IN THE FRONT OF THE ARPT UNTIL HER HUSBAND ARRIVED IN A RENTED CAR. 2 AGENTS ALSO REMAINED IN THE AREA.
