Narrative:
Windshear over runway 25 just prior to touchdown (about 20 ft above runway). Indicated airspeed went from 78 KIAS to 93 KIAS to 60 KIAS. Wing stalled, plane hit runway hard and struck propeller, bending all 3 blades. Runway 25 has concrete blocks placed midway down the runway limiting use to the first 3100 ft of the 6100 ft runway. This fact, along with the high altitude, hot WX, and gusty conditions, contributed to the incident. Had the runway not been blocked, a faster approach could have avoided the problems of the windshear.

Title: PVT PLT OF AN SMA SEL LOSES CTL OF HIS ACFT DURING LNDG TOUCHDOWN RESULTING IN A HARD LNDG CAUSING DAMAGE TO THE PROP.
Narrative: WINDSHEAR OVER RWY 25 JUST PRIOR TO TOUCHDOWN (ABOUT 20 FT ABOVE RWY). INDICATED AIRSPD WENT FROM 78 KIAS TO 93 KIAS TO 60 KIAS. WING STALLED, PLANE HIT RWY HARD AND STRUCK PROP, BENDING ALL 3 BLADES. RWY 25 HAS CONCRETE BLOCKS PLACED MIDWAY DOWN THE RWY LIMITING USE TO THE FIRST 3100 FT OF THE 6100 FT RWY. THIS FACT, ALONG WITH THE HIGH ALT, HOT WX, AND GUSTY CONDITIONS, CONTRIBUTED TO THE INCIDENT. HAD THE RWY NOT BEEN BLOCKED, A FASTER APCH COULD HAVE AVOIDED THE PROBS OF THE WINDSHEAR.
