Narrative:
Air carrier X flight departed cle on jul/mon/97 at XA16Z. We departed to the southwest under radar vectors. We were given 10000 ft and then shortly afterwards reclred to 11000 ft. We were passing 10800 ft, when the departure control from cleveland told us to maintain 10000 ft. His voice was elevated with the 'oh shit.' factor. We had conflicting traffic at approximately 10 O'clock position at 11000 ft. I replied that we were cleared to 11000 ft and we would descend immediately to 10000 ft. A min later, the lifeguard flight passed over us at 11000 ft. I asked the controller, after the traffic had passed, if we set off any alarms and did I need to call him upon my arrival in memphis. He replied there were no alarms set off and I did not need to call him. His voice sounded unconcerned, but I thought it a little too close and it caused me concern. I'm sure I had more than normal elevation in blood pressure.

Title: ATC INTERVENED WHEN FLC OF AN MLG WAS ONLY PART WAY IN THEIR PREVIOUSLY CLRED CLB DUE TO AN OPERROR THEY WERE INSTRUCTED TO RETURN TO THEIR PREVIOUS ALT DUE TO CONFLICTING TFC.
Narrative: ACR X FLT DEPARTED CLE ON JUL/MON/97 AT XA16Z. WE DEPARTED TO THE SW UNDER RADAR VECTORS. WE WERE GIVEN 10000 FT AND THEN SHORTLY AFTERWARDS RECLRED TO 11000 FT. WE WERE PASSING 10800 FT, WHEN THE DEP CTL FROM CLEVELAND TOLD US TO MAINTAIN 10000 FT. HIS VOICE WAS ELEVATED WITH THE 'OH SHIT.' FACTOR. WE HAD CONFLICTING TFC AT APPROX 10 O'CLOCK POS AT 11000 FT. I REPLIED THAT WE WERE CLRED TO 11000 FT AND WE WOULD DSND IMMEDIATELY TO 10000 FT. A MIN LATER, THE LIFEGUARD FLT PASSED OVER US AT 11000 FT. I ASKED THE CTLR, AFTER THE TFC HAD PASSED, IF WE SET OFF ANY ALARMS AND DID I NEED TO CALL HIM UPON MY ARR IN MEMPHIS. HE REPLIED THERE WERE NO ALARMS SET OFF AND I DID NOT NEED TO CALL HIM. HIS VOICE SOUNDED UNCONCERNED, BUT I THOUGHT IT A LITTLE TOO CLOSE AND IT CAUSED ME CONCERN. I'M SURE I HAD MORE THAN NORMAL ELEVATION IN BLOOD PRESSURE.
