Narrative:
In descent with elp approach, we were given numerous heading and altitude changes for conflicting traffic. Were given altitude of 12000 ft and a heading change for VFR traffic in 12 O'clock position. We still received an RA and ended up descending to about 11500 ft for avoidance. Approach indicated they were having a hard time with frequency congestion. In fact we had complained about the poor quality of their transmitter and had received a change to another frequency to see if that helped. We believe we came no closer than 300 ft and 3+ mi to the VFR target.

Title: MD80S ACFT WHILE ON VECTORS AND ALT CHANGES HAD TCASII RA. RPTR CAPT FOLLOWED RA AND EVADED INTRUDER. APCH CTLR BLAMES FREQ CONGESTION.
Narrative: IN DSCNT WITH ELP APCH, WE WERE GIVEN NUMEROUS HDG AND ALT CHANGES FOR CONFLICTING TFC. WERE GIVEN ALT OF 12000 FT AND A HDG CHANGE FOR VFR TFC IN 12 O'CLOCK POS. WE STILL RECEIVED AN RA AND ENDED UP DSNDING TO ABOUT 11500 FT FOR AVOIDANCE. APCH INDICATED THEY WERE HAVING A HARD TIME WITH FREQ CONGESTION. IN FACT WE HAD COMPLAINED ABOUT THE POOR QUALITY OF THEIR XMITTER AND HAD RECEIVED A CHANGE TO ANOTHER FREQ TO SEE IF THAT HELPED. WE BELIEVE WE CAME NO CLOSER THAN 300 FT AND 3+ MI TO THE VFR TARGET.
