Narrative:
Centerline lights are inoperative for taxiway F due to construction. This is a bad situation because one runway light between taxiway east and taxiway F is raised and sticks out. I hit this light because I had no reference to centerline. Callback conversation with reporter revealed the following information: reporter states there is a great deal of construction occurring at lga which is part of the problem. He has been back in the daytime and it looks even worse. There are temporary taxi lights placed along the taxiway involved, but they are battery pwred and apparently the batteries have failed. They are not visible at night at all. He believes his company has talked to the FAA but does not know what has developed. His feeling is that it is an accident waiting to happen, a real serious accident.

Title: BE58 CHARTER FLT HAS PROB ON TXWY WITH NO CTRLINE LIGHTS AND A RWY LIGHT WHICH 'STICKS OUT.' ACFT HITS THE LIGHT.
Narrative: CTRLINE LIGHTS ARE INOP FOR TXWY F DUE TO CONSTRUCTION. THIS IS A BAD SIT BECAUSE ONE RWY LIGHT BTWN TXWY E AND TXWY F IS RAISED AND STICKS OUT. I HIT THIS LIGHT BECAUSE I HAD NO REF TO CTRLINE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THERE IS A GREAT DEAL OF CONSTRUCTION OCCURRING AT LGA WHICH IS PART OF THE PROB. HE HAS BEEN BACK IN THE DAYTIME AND IT LOOKS EVEN WORSE. THERE ARE TEMPORARY TAXI LIGHTS PLACED ALONG THE TXWY INVOLVED, BUT THEY ARE BATTERY PWRED AND APPARENTLY THE BATTERIES HAVE FAILED. THEY ARE NOT VISIBLE AT NIGHT AT ALL. HE BELIEVES HIS COMPANY HAS TALKED TO THE FAA BUT DOES NOT KNOW WHAT HAS DEVELOPED. HIS FEELING IS THAT IT IS AN ACCIDENT WAITING TO HAPPEN, A REAL SERIOUS ACCIDENT.
