Narrative:
While on V33 out of buf VORTAC we were cleared to 17000 ft by ZOB. At approximately 15000 ft, I was head down, looking at my sectional chart reviewing our flight routing. While climbing, I was listening for the altitude alert to sound off, it did not and we passed 17000 ft and were leveling at 18000 ft when ZOB asked what our cleared altitude was. Center asked if he gave us 17000 ft or FL190 for an altitude. My captain responded by saying 17000 ft and he corrected our altitude immediately descending to 17000 ft. There was no other traffic in the area. The controller did not advise us of any action being taken. Buf to iad.

Title: A JETSTREAM 32 CREW OVERSHOT THEIR ALT DURING CLB WHEN THE ALT ALERT FAILED TO SOUND OFF. FO, PNF WAS REVIEWING THE FLT PLAN AND FAILED TO CALL OUT THE LAST 1000 FT TO GO. CTLR CAUGHT THEIR ERROR AS CREW WAS LEVELING AT FL180.

WHILE CLBING, I WAS LISTENING FOR THE ALT ALERT TO SOUND OFF, IT DID NOT AND WE PASSED 17000 FT AND WERE LEVELING AT 18000 FT WHEN ZOB ASKED WHAT OUR CLRED ALT WAS. CTR ASKED IF HE GAVE US 17000 FT OR FL190 FOR AN ALT. MY CAPT RESPONDED BY SAYING 17000 FT AND HE CORRECTED OUR ALT IMMEDIATELY DSNDING TO 17000 FT. THERE WAS NO OTHER TFC IN THE AREA. THE CTLR DID NOT ADVISE US OF ANY ACTION BEING TAKEN. BUF TO IAD.
