Narrative:
Flying nwbound on UR640 close to position eriko (north 1408.0 - west 7408.0) FL310 at time XA47Z. After being clear by barranquilla center to switch to kingston center, we got a TA on the TCASII followed almost immediately by an RA telling us to climb. We climbed to FL315. We got a 'monitor vertical speed' followed by 'clear of conflict.' seconds later, we communicated back with barranquilla center as well as the other aircraft, a foreign air carrier, heading southwest on A319 at FL310. Upon discussing what had happened and our estimates with barranquilla center as well as the pilot of the foreign air carrier, the controller from barranquilla center complained that curacao control erred on the other air carrier's position report by 8 mins. (Also the pilot of the foreign air carrier told barranquilla center that the estimate they had was not what he gave to curacao center.) barranquilla center informed us that they are always having problems in getting the right estimates from curacao center. The pilot of the foreign air carrier flight told me that they got a TA followed by an RA to descend. They did. The system worked.

Title: AN ACR B727 FLC REACT PROPERLY TO AN RA FROM ANOTHER ACFT AT THE SAME ALT AND ON A XING AIRWAY. APPARENTLY AN ERROR BY TNCF ACCORDING TO SKEC.
Narrative: FLYING NWBOUND ON UR640 CLOSE TO POS ERIKO (N 1408.0 - W 7408.0) FL310 AT TIME XA47Z. AFTER BEING CLR BY BARRANQUILLA CTR TO SWITCH TO KINGSTON CTR, WE GOT A TA ON THE TCASII FOLLOWED ALMOST IMMEDIATELY BY AN RA TELLING US TO CLB. WE CLBED TO FL315. WE GOT A 'MONITOR VERT SPD' FOLLOWED BY 'CLR OF CONFLICT.' SECONDS LATER, WE COMMUNICATED BACK WITH BARRANQUILLA CTR AS WELL AS THE OTHER ACFT, A FOREIGN ACR, HDG SW ON A319 AT FL310. UPON DISCUSSING WHAT HAD HAPPENED AND OUR ESTIMATES WITH BARRANQUILLA CTR AS WELL AS THE PLT OF THE FOREIGN ACR, THE CTLR FROM BARRANQUILLA CTR COMPLAINED THAT CURACAO CTL ERRED ON THE OTHER ACR'S POS RPT BY 8 MINS. (ALSO THE PLT OF THE FOREIGN ACR TOLD BARRANQUILLA CTR THAT THE ESTIMATE THEY HAD WAS NOT WHAT HE GAVE TO CURACAO CTR.) BARRANQUILLA CTR INFORMED US THAT THEY ARE ALWAYS HAVING PROBS IN GETTING THE RIGHT ESTIMATES FROM CURACAO CTR. THE PLT OF THE FOREIGN ACR FLT TOLD ME THAT THEY GOT A TA FOLLOWED BY AN RA TO DSND. THEY DID. THE SYS WORKED.
