Narrative:
Aircraft #1 (me) was on 1 1/2 mi final from downwind leg following traffic in for a full stop landing. We announced final at 1 1/2 mi, 1 mi, and at 1/2 mi final. At 1/2 - 1/4 mi final to runway 26 at ftg, aircraft #2 slowly rolled over the hold line. I called 1/4 mi final and aircraft #2 rolled onto the runway for takeoff. I initiated a go around by applying full power, flying runway heading while climbing. Aircraft #2 meanwhile was rolling down the runway and became airborne between 2000-3000 ft down the runway while we were flying over the runway. Aircraft #2 started a steep climb when we were overhead. We saw that aircraft #2 was going to climb into us and we made a left 90 degrees mid-field crosswind and aircraft #2 followed our action. When we rolled out on a southerly heading we noticed aircraft #2 was below and behind us and still out climbing us, causing us to continue a left 45 degree back to the east. Aircraft #2 continued on a southerly heading. We had our landing light, anti- collision rotating beacon, and strobe lights on at all times.

Title: A COMMERCIAL PLT, WITH AN INSTRUCTOR IN AN AC2A, HAD A PROLONGED NMAC WITH A DEPARTING C172.
Narrative: ACFT #1 (ME) WAS ON 1 1/2 MI FINAL FROM DOWNWIND LEG FOLLOWING TFC IN FOR A FULL STOP LNDG. WE ANNOUNCED FINAL AT 1 1/2 MI, 1 MI, AND AT 1/2 MI FINAL. AT 1/2 - 1/4 MI FINAL TO RWY 26 AT FTG, ACFT #2 SLOWLY ROLLED OVER THE HOLD LINE. I CALLED 1/4 MI FINAL AND ACFT #2 ROLLED ONTO THE RWY FOR TKOF. I INITIATED A GAR BY APPLYING FULL PWR, FLYING RWY HEADING WHILE CLBING. ACFT #2 MEANWHILE WAS ROLLING DOWN THE RWY AND BECAME AIRBORNE BTWN 2000-3000 FT DOWN THE RWY WHILE WE WERE FLYING OVER THE RWY. ACFT #2 STARTED A STEEP CLB WHEN WE WERE OVERHEAD. WE SAW THAT ACFT #2 WAS GOING TO CLB INTO US AND WE MADE A L 90 DEGS MID-FIELD XWIND AND ACFT #2 FOLLOWED OUR ACTION. WHEN WE ROLLED OUT ON A SOUTHERLY HEADING WE NOTICED ACFT #2 WAS BELOW AND BEHIND US AND STILL OUT CLBING US, CAUSING US TO CONTINUE A L 45 DEG BACK TO THE E. ACFT #2 CONTINUED ON A SOUTHERLY HEADING. WE HAD OUR LNDG LIGHT, ANTI- COLLISION ROTATING BEACON, AND STROBE LIGHTS ON AT ALL TIMES.
