Narrative:
Received TCASII TA, then RA 'descend' warning. Traffic was in sight at 4 mi or more. Gentle descent commenced immediately to 300 ft below flight plan altitude. Opposite direction traffic was climbing through our altitude. Port O prince, haiti, center did not advise of traffic conflict. Actions SOP. Our flight was approaching, but not within 10 mins of ZMA handoff by haiti ATC. Visual conditions did not hamper see and be seen separation adjustments. Our flight was and had long been stabilized at our assigned flight level and we were under constant communication with port O prince center, exactly on airway. I do not recall our assigned altitude that day but it is on record. My assessment is that miami communications with haiti ATC and flight handling were poor. We were preparing to contact ZMA 132.3 when TCASII sounded and traffic was acquired visually. In monitoring adjacent ATC facilities, I give priority to our current controling center to assure compliance. ZMA needs real time communication capability with its neighbors. Please note: I did not take previous notes as deviation was considered by me to be slight and SOP.

Title: AN ACR LGT RECEIVED A TCASII TA RA ON AN ACFT CLBING THROUGH HIS ALT OPPOSITE DIRECTION. THE LGT DSNDED 300 FT OFF ITS ASSIGNED ALT AND HAD THE OTHER ACFT IN SIGHT FOR 4 OR MORE MI. ATC DID NOT GIVE ANY ADVISORY ON THE TFC WHICH PASSED WITHIN 500 FT AND 1 PT 5 NM.
