Narrative:
Small transport X was proceeding sbound on V334 from sac to rhv via sunol intersection. I was under bay approach in VMC at 6000 ft. No visible holes appeared by sunol intersection. Looking for a break in the overcast, I proceeded on the V334 course until I was advised to turn to a 120 degree heading (121.3 MHZ). Upon making the heading change to 120, LORAN indicated both TCA and arsa penetration. DME sjc 045/4.3 NM. Actual plot on sfo VFR terminal area chart shows horizontal miss of TCA by 2 NM, actual turn point at highway 680 in area outside arsa (sjc). Proceeding on heading 120 to 17.5 DME from sjc VOR, I turned to heading 150 to hollister at 7000 ft. Bay approach issued clearance to air carrier Y for descent to 6000 by gilro, cleared for the approach. I crossed the localizer at 7000 ft 20 DME sjc VOR. I observed air carrier Y descend, then pitch up applying power. Air carrier Y contacted bay approach stating his TCASII went off with a pitch up command. At this time I estimated him to be approximately 3 NM from my position with my aircraft passing to his left. He was then advised of my position and that ATC had no conflict alert. Air carrier Y indicated that I must be 'down in it' because they didn't see me. I then called approach and advised that I was still level at 7000 ft on 150 degree heading VMC on top and that I had observed the entire sequence of air carrier Y. Air carrier Y proceeded with his approach. Bay asked me if I wanted to go to monterey where it was reported to be VMC. I declined and requested the approach to sjc which was quickly given. During my approach I heard bay handoff air carrier Y to tower with a recommendation that the TCASII be checked.

ACR Y INDICATED THAT I MUST BE 'DOWN IN IT' BECAUSE THEY DIDN'T SEE ME. I THEN CALLED APCH AND ADVISED THAT I WAS STILL LEVEL AT 7000 FT ON 150 DEG HDG VMC ON TOP AND THAT I HAD OBSERVED THE ENTIRE SEQUENCE OF ACR Y. ACR Y PROCEEDED WITH HIS APCH. BAY ASKED ME IF I WANTED TO GO TO MONTEREY WHERE IT WAS RPTED TO BE VMC. I DECLINED AND REQUESTED THE APCH TO SJC WHICH WAS QUICKLY GIVEN. DURING MY APCH I HEARD BAY HDOF ACR Y TO TWR WITH A RECOMMENDATION THAT THE TCASII BE CHKED.
