Narrative:
Location: uca 335 degree radial, 25 NM. While with havana center, in cruise at FL280, got TCASII TA warning. Crew observed target on TCASII screen 10 NM ahead, 1000 ft below and climbing. Captain acquired target aircraft visually at the 11:30 position. Seconds later TCASII RA climb alert was triggered. Subject target showed 200 ft below and climbing. A climb was initiated as per the TCASII vsi prompt. Target aircraft was a B707 and was observed passing approximately 1/4 mi off of left wing, and several hundred ft below. While approaching FL285, TCASII initiated clear of conflict aural message, and aircraft was descended back to FL280. Havana center was then advised of altitude deviation, and only then issued TA of aircraft at 12 O'clock, FL270. While checking in with ZMA several mins later, center idented target aircraft as air carrier X flight, a B707 aircraft.

Narrative: LOCATION: UCA 335 DEG RADIAL, 25 NM. WHILE WITH HAVANA CTR, IN CRUISE AT FL280, GOT TCASII TA WARNING. CREW OBSERVED TARGET ON TCASII SCREEN 10 NM AHEAD, 1000 FT BELOW AND CLBING. WHILE APCHING FL285, TCASII INITIATED CLR OF CONFLICT AURAL MESSAGE, AND ACFT WAS DSNDED BACK TO FL280. HAVANA CTR WAS THEN ADVISED OF ALTDEV, AND ONLY THEN ISSUED TA OF ACFT AT 12 O'CLOCK, FL270. WHILE CHKING IN WITH ZMA SEVERAL MINS LATER, CTR IDENTED TARGET ACFT AS ACR X FLT, A B707 ACFT.
