Narrative:
We got an RA after a rapidly upgrading TA. We ended up climbing almost 500 ft. The problem was a rapidly climbing F16. We were at FL230 and he was going to FL220. He had to go what seemed like 90 degrees to level off. His climb rate was too rapid for the TCASII system, I guess. Center was unconcerned as there was no traffic conflict.
