Narrative:
Srq's local control position #2 constantly is failing. This is an on-going problem for the past several months. When this position fails we cannot communicate with aircraft and have to switch over to another position. During this changeover we are unable to communicate with aircraft which is a safety concern. Callback conversation with reporter revealed the following information: reporter indicated a ucr had been filed on the problem and that it has been fixed.
