Narrative:
Controller asks if field in sight with runway lights at lowest level or off. Put us close and high abeam expecting to accept slam visual. Then vectors us inside marker for ILS about 1 1/2 DOT high to shorter of runways. This guy needs to be counseled. He needs to get with or get out of the program. It's a continuing problem.
