Narrative:
Aircraft was clean. Selected flaps 1 degree, got amber indication and no movement and ECAM 'F/control slat fault.' recycled flap handle per ECAM, no help. Tried 3 times, no movement. Followed communication procedures for 'no slat, flaps 3 degrees' landing. Planned approach speed 152 KTS. Sfo runway 28R. Landing weight 124000 pounds. 115 passenger, 5 crew plus 2 extra crew members. Fuel 6500 pounds. ATC emergency declared -- yellow company emergency declared with dispatch (talked with dispatch and maintenance control on phone patch while airborne, sfo operations also notified). Briefed lead flight attendant and captain. Spoke with passenger. Landing was smooth and normal turnoff made at taxiway T. No further problems. Had dispatch call safety chairman. No chief pilots available at that time of day. (Later, maintenance control found that #3 slat actuator on left side was bad.)
