Narrative:
Cleared for approach at 3000 ft MSL, level flight, 200 KIAS. Suddenly GPWS 'terrain pull up.' climbed to 3800 ft MSL before GPWS silenced. Reported to approach control, and controller said, 'oh, we get that all the time out there.' the approach chart MSA shows 3500 ft MSL. Perhaps abe needs to review their MVA if they get that 'all the time.' no traffic conflict. Callback conversation with reporter revealed the following information: reporter was in a CL65RJ. The first officer was new to the equipment and was PF. There was some hesitation on his part during the GPWS alert so the captain took over and assisted the first officer in the execution of the climb procedure. The company ATC specialist contacted the facility chief and was told that the approach controller was receiving remedial training as the controller was vectoring all aircraft at 3000 ft when the actual MVA was 3500 ft. It was no wonder that the controller had said 'we get that all the time out there.' reporter feels that the issue is now closed.

Title: A CL65 FLC RESPONDS TO A GPWS AT 3000 FT WHILE MAKING AN APCH TO ABE, PA. ACFT WAS IMC AT DUSK. SYS ERROR.
Narrative: CLRED FOR APCH AT 3000 FT MSL, LEVEL FLT, 200 KIAS. SUDDENLY GPWS 'TERRAIN PULL UP.' CLBED TO 3800 FT MSL BEFORE GPWS SILENCED. RPTED TO APCH CTL, AND CTLR SAID, 'OH, WE GET THAT ALL THE TIME OUT THERE.' THE APCH CHART MSA SHOWS 3500 FT MSL. PERHAPS ABE NEEDS TO REVIEW THEIR MVA IF THEY GET THAT 'ALL THE TIME.' NO TFC CONFLICT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR WAS IN A CL65RJ. THE FO WAS NEW TO THE EQUIP AND WAS PF. THERE WAS SOME HESITATION ON HIS PART DURING THE GPWS ALERT SO THE CAPT TOOK OVER AND ASSISTED THE FO IN THE EXECUTION OF THE CLB PROC.
