Narrative:
On descent into dtw, we were kept high for traffic going into ord. Shortly after returning to center frequency, I had been off talking to the passenger, getting ATIS, and preparing to do the descent checklist, we were given a crossing restr of 12000 ft and 250 KTS at mizar intersection. After accepting the clearance, I realized that we were not going to be able to make the restr. The center frequency was very busy and I was unable to get through to the controller to communicate the problem. Center passed us over to dtw approach. On initial contact I notified the controller that we would not be able to meet the restr. The controller did not seem to be too concerned and he did not issue us a new clearance. We did our best, but did not meet the restr. I don't believe that we caused any problems. However, it would be helpful if controllers would realize the situation that they put us in by giving us restr, they know we can't make.

Title: AN MLG DSNDING INTO DTW, MI, MISSES HIS XING ALT AS THE FLC IS BUSY PERFORMING OTHER DUTIES.
Narrative: ON DSCNT INTO DTW, WE WERE KEPT HIGH FOR TFC GOING INTO ORD. SHORTLY AFTER RETURNING TO CTR FREQ, I HAD BEEN OFF TALKING TO THE PAX, GETTING ATIS, AND PREPARING TO DO THE DSCNT CHKLIST, WE WERE GIVEN A XING RESTR OF 12000 FT AND 250 KTS AT MIZAR INTXN. AFTER ACCEPTING THE CLRNC, I REALIZED THAT WE WERE NOT GOING TO BE ABLE TO MAKE THE RESTR. THE CTR FREQ WAS VERY BUSY AND I WAS UNABLE TO GET THROUGH TO THE CTLR TO COMMUNICATE THE PROB. CTR PASSED US OVER TO DTW APCH. ON INITIAL CONTACT I NOTIFIED THE CTLR THAT WE WOULD NOT BE ABLE TO MEET THE RESTR. THE CTLR DID NOT SEEM TO BE TOO CONCERNED AND HE DID NOT ISSUE US A NEW CLRNC. WE DID OUR BEST, BUT DID NOT MEET THE RESTR. I DON'T BELIEVE THAT WE CAUSED ANY PROBS. HOWEVER, IT WOULD BE HELPFUL IF CTLRS WOULD REALIZE THE SIT THAT THEY PUT US IN BY GIVING US RESTR, THEY KNOW WE CAN'T MAKE.
