Narrative:

On descent to ont airport on ziggy 3 arrival, held high by ATC due to crossing IFR traffic at FL230. After clear of traffic, told to cross hitop intersection at 13000 ft. Crossing restr at majek intersection requires 250 KTS. We had to slow to make this restr. Approximately 7 NM prior to hitop, ATC said 'say altitude.' we said we were out of 17800 ft and would not make the hitop restr. The controller sounded kind of mad and said he needed to know earlier than that if we weren't going to make the restr. He gave us a turn sebound and told us to contact socal approach. The problem arose due to ATC keeping us high on the arrival and the crew not noticing earlier that we would not make the restr. Problem was discovered about 7 NM northwest of hitop intersection. ATC took corrective action turning us off the arrival and giving us descent to 13000 ft. We landed in ont with no further incidents.

Title: A DSNDING ACR MLG FAILS TO MAKE A XING RESTR AND WAS LATE IN ADVISING ATC OF SAME.

Narrative: ON DSCNT TO ONT ARPT ON ZIGGY 3 ARR, HELD HIGH BY ATC DUE TO XING IFR TFC AT FL230. AFTER CLR OF TFC, TOLD TO CROSS HITOP INTXN AT 13000 FT. XING RESTR AT MAJEK INTXN REQUIRES 250 KTS. WE HAD TO SLOW TO MAKE THIS RESTR. APPROX 7 NM PRIOR TO HITOP, ATC SAID 'SAY ALT.' WE SAID WE WERE OUT OF 17800 FT AND WOULD NOT MAKE THE HITOP RESTR. THE CTLR SOUNDED KIND OF MAD AND SAID HE NEEDED TO KNOW EARLIER THAN THAT IF WE WEREN'T GOING TO MAKE THE RESTR. HE GAVE US A TURN SEBOUND AND TOLD US TO CONTACT SOCAL APCH. THE PROB AROSE DUE TO ATC KEEPING US HIGH ON THE ARR AND THE CREW NOT NOTICING EARLIER THAT WE WOULD NOT MAKE THE RESTR. PROB WAS DISCOVERED ABOUT 7 NM NW OF HITOP INTXN. ATC TOOK CORRECTIVE ACTION TURNING US OFF THE ARR AND GIVING US DSCNT TO 13000 FT. WE LANDED IN ONT WITH NO FURTHER INCIDENTS.
