Narrative:
At XA30 hours on oct/xx/97, during arrival into rfd, il, at 2500 ft, 3 mi base leg to runway 1, the right engine made a loud bang (sounded like a backfire) and the right torque gauge went from 40% to 20%, other engine instruments on the right engine normal. Because we could not get more than 20% power (no power lever response) we declared an emergency and the rfd tower cleared us to land. Another aircraft was on the runway and the tower advised him to clear the runway. He was unable to exit the runway in time, so we initiated a go around. During the go around our right engine deteriorated from 20% torque to 0% with egt and RPM decreasing (engine failure). During the go around we secured (shut down) the right engine and ran the emergency engine failure checklists. We then proceeded with an uneventful single engine landing at XX40 hours. Upon ground inspection of the right engine we observed that it had seized up and could not be turned through with the propeller.

Title: FLC OF A TURBOPROP COMMUTER LOST PWR IN THE R ENG ON A BASE LEG FOR LNDG AND SUBSEQUENTLY SHUT DOWN THE ENG AND DECLARED AN EMER DURING A GAR DUE TO A COMPLETE LOSS OF PWR.
Narrative: AT XA30 HRS ON OCT/XX/97, DURING ARR INTO RFD, IL, AT 2500 FT, 3 MI BASE LEG TO RWY 1, THE R ENG MADE A LOUD BANG (SOUNDED LIKE A BACKFIRE) AND THE R TORQUE GAUGE WENT FROM 40% TO 20%, OTHER ENG INSTS ON THE R ENG NORMAL. BECAUSE WE COULD NOT GET MORE THAN 20% PWR (NO PWR LEVER RESPONSE) WE DECLARED AN EMER AND THE RFD TWR CLRED US TO LAND. ANOTHER ACFT WAS ON THE RWY AND THE TWR ADVISED HIM TO CLR THE RWY. HE WAS UNABLE TO EXIT THE RWY IN TIME, SO WE INITIATED A GAR. DURING THE GAR OUR R ENG DETERIORATED FROM 20% TORQUE TO 0% WITH EGT AND RPM DECREASING (ENG FAILURE). DURING THE GAR WE SECURED (SHUT DOWN) THE R ENG AND RAN THE EMER ENG FAILURE CHKLISTS. WE THEN PROCEEDED WITH AN UNEVENTFUL SINGLE ENG LNDG AT XX40 HRS. UPON GND INSPECTION OF THE R ENG WE OBSERVED THAT IT HAD SEIZED UP AND COULD NOT BE TURNED THROUGH WITH THE PROP.
