Narrative:

According to the ZLA tmu daily flow log on apr/fri/97, at XA14Z sector 33 went red, 1 over the map, asic advised and said he would watch and ask for departure flow if needed. At XA45Z sector 33 went 5 over the map from XA45-XB15Z. Sector was 2-HOLED with an overhead. According to the siso for apr/fri/97, the overhead was staffed at sector 33 from XB08 to XB14Z. This is almost 1 hour after the sector was reported above the map. The overhead was staffed for 6 mins, then the person working the overhead took over the d-side at sector 33. Why was the sector allowed to proceed and then stay in a red condition?

Title: RPTR ALLEGES FLOW STAFFING PROC NOT FOLLOWED DURING RED CONDITION.

Narrative: ACCORDING TO THE ZLA TMU DAILY FLOW LOG ON APR/FRI/97, AT XA14Z SECTOR 33 WENT RED, 1 OVER THE MAP, ASIC ADVISED AND SAID HE WOULD WATCH AND ASK FOR DEP FLOW IF NEEDED. AT XA45Z SECTOR 33 WENT 5 OVER THE MAP FROM XA45-XB15Z. SECTOR WAS 2-HOLED WITH AN OVERHEAD. ACCORDING TO THE SISO FOR APR/FRI/97, THE OVERHEAD WAS STAFFED AT SECTOR 33 FROM XB08 TO XB14Z. THIS IS ALMOST 1 HR AFTER THE SECTOR WAS RPTED ABOVE THE MAP. THE OVERHEAD WAS STAFFED FOR 6 MINS, THEN THE PERSON WORKING THE OVERHEAD TOOK OVER THE D-SIDE AT SECTOR 33. WHY WAS THE SECTOR ALLOWED TO PROCEED AND THEN STAY IN A RED CONDITION?
