Narrative:
While descending to land at sbp, I spotted traffic very close at approximately my 2 O'clock position. I immediately climbed steeply and believe the other aircraft passed below me or slightly aft of my position. I then descended after ascertaining the other aircraft was clear, and reported the incident to the tower controller who was very busy at the time.

Title: PLT OF MOONEY M20C HAS NMAC WITH TWIN ENG ACFT DURING DSCNT TO LAND AT TWR CTLED ARPT.
Narrative: WHILE DSNDING TO LAND AT SBP, I SPOTTED TFC VERY CLOSE AT APPROX MY 2 O'CLOCK POS. I IMMEDIATELY CLBED STEEPLY AND BELIEVE THE OTHER ACFT PASSED BELOW ME OR SLIGHTLY AFT OF MY POS. I THEN DSNDED AFTER ASCERTAINING THE OTHER ACFT WAS CLR, AND RPTED THE INCIDENT TO THE TWR CTLR WHO WAS VERY BUSY AT THE TIME.
