Narrative:

2 ship flight was flying en route to melrose range at approximately 13500 ft MSL when lead aircraft met a twin engine aircraft head on. Aircraft was not observed on radar or visually by #1 or #2 aircraft until just prior to flight paths merging. IFF was on and reporting position and altitude. Military aircraft were on a discrete frequency and a call on guard from ZAB would have been helpful. However, that was not their job.

Narrative: 2 SHIP FLT WAS FLYING ENRTE TO MELROSE RANGE AT APPROX 13500 FT MSL WHEN LEAD ACFT MET A TWIN ENG ACFT HEAD ON. ACFT WAS NOT OBSERVED ON RADAR OR VISUALLY BY #1 OR #2 ACFT UNTIL JUST PRIOR TO FLT PATHS MERGING. IFF WAS ON AND RPTING POS AND ALT. MIL ACFT WERE ON A DISCRETE FREQ AND A CALL ON GUARD FROM ZAB WOULD HAVE BEEN HELPFUL. HOWEVER, THAT WAS NOT THEIR JOB.
