Narrative:
San angelo ASR-9 (sjt) is remoted to midland ATCT. Due to modem problems and telephone company problems with remote the sweep slowed 17 times in under 30 mins, generated 4 false targets that displayed 7700 ft at 4 different points on the scope. This also caused/included problems with handoffs and flight progress strips.
