Narrative:
We were cleared from eagle, co, to the kremling VOR. Ground control asked us if we had the departure procedure, which we had. We reviewed the departure procedure prior to takeoff which consisted of a climb to 14000 ft with an immediate left turn to a heading of 215 degrees departing runway 25 until reaching 9000 ft, then a right climbing turn to intercept a VOR radial to intercept another VOR radial to kremling VOR. This we did. We contacted ZDV and advised him we were off eagle leveling at 14000 ft. ZDV asked if we had the departure procedure and told us we should have proceeded due east after leaving eagle. That made no sense after reviewing the IFR departure procedure again. At the FBO, there is a sheet describing the departure procedure for pilots that I did not locate. I would highly recommend that a SID be issued for this airport clearly showing the exact procedure since it is a popular location and serves as an alternate airport for those trying to get to aspen, co. It is in high mountainous country. The problem with the ZDV controller was that he assumed we had departed runway 7 at eagle. That calls for a departure outbound on the localizer until intercepting the kremling R198 to kremling.

Title: FLC OF LTT CPR ACFT ARE QUERIED BY ATC ON DEP PROCS WHICH THEY FOLLOWED PRECISELY. ATC IS UNDER THE IMPRESSION THAT THEY DEPARTED OPPOSITE DIRECTION RWY.
Narrative: WE WERE CLRED FROM EAGLE, CO, TO THE KREMLING VOR. GND CTL ASKED US IF WE HAD THE DEP PROC, WHICH WE HAD. WE REVIEWED THE DEP PROC PRIOR TO TKOF WHICH CONSISTED OF A CLB TO 14000 FT WITH AN IMMEDIATE L TURN TO A HDG OF 215 DEGS DEPARTING RWY 25 UNTIL REACHING 9000 FT, THEN A R CLBING TURN TO INTERCEPT A VOR RADIAL TO INTERCEPT ANOTHER VOR RADIAL TO KREMLING VOR. THIS WE DID. WE CONTACTED ZDV AND ADVISED HIM WE WERE OFF EAGLE LEVELING AT 14000 FT. ZDV ASKED IF WE HAD THE DEP PROC AND TOLD US WE SHOULD HAVE PROCEEDED DUE E AFTER LEAVING EAGLE. THAT MADE NO SENSE AFTER REVIEWING THE IFR DEP PROC AGAIN. AT THE FBO, THERE IS A SHEET DESCRIBING THE DEP PROC FOR PLTS THAT I DID NOT LOCATE. I WOULD HIGHLY RECOMMEND THAT A SID BE ISSUED FOR THIS ARPT CLRLY SHOWING THE EXACT PROC SINCE IT IS A POPULAR LOCATION AND SERVES AS AN ALTERNATE ARPT FOR THOSE TRYING TO GET TO ASPEN, CO. IT IS IN HIGH MOUNTAINOUS COUNTRY. THE PROB WITH THE ZDV CTLR WAS THAT HE ASSUMED WE HAD DEPARTED RWY 7 AT EAGLE. THAT CALLS FOR A DEP OUTBOUND ON THE LOC UNTIL INTERCEPTING THE KREMLING R198 TO KREMLING.
