Narrative:
Flight xyz, while taxiing to gate after landing, ramp agent advised me that the aft stairs were open and hanging down. After blocking in, I went down onto the ramp to take a look. The stairs were hanging down about 2 ft from the closed position and it appeared to me that they did not hit the ground during operations. Prior to departure, I had maintenance comply with MEL for aft stair warning light inoperative. Mechanic's tools were also found on the stairs where they were left prior to departure. Callback conversation with reporter revealed the following information: the reporter stated the aft airstair warning light was on continuously and was in the process of being deferred per the MEL. The reporter said the MEL requires the airstair up latches be checked prior to departure for being up and locked. The reporter stated after landing the airstair unlocked and hung down about 24 inches.

Title: AN MD80 WAS DISPATCHED WITH THE AFT AIRSTAIR WARNING LIGHT DEFERRED PER THE MEL AND ON LNDG THE AIRSTAIR WAS FOUND UNLOCKED AND HANGING OUT.
Narrative: FLT XYZ, WHILE TAXIING TO GATE AFTER LNDG, RAMP AGENT ADVISED ME THAT THE AFT STAIRS WERE OPEN AND HANGING DOWN. AFTER BLOCKING IN, I WENT DOWN ONTO THE RAMP TO TAKE A LOOK. THE STAIRS WERE HANGING DOWN ABOUT 2 FT FROM THE CLOSED POS AND IT APPEARED TO ME THAT THEY DID NOT HIT THE GND DURING OPS. PRIOR TO DEP, I HAD MAINT COMPLY WITH MEL FOR AFT STAIR WARNING LIGHT INOP. MECH'S TOOLS WERE ALSO FOUND ON THE STAIRS WHERE THEY WERE LEFT PRIOR TO DEP. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE AFT AIRSTAIR WARNING LIGHT WAS ON CONTINUOUSLY AND WAS IN THE PROCESS OF BEING DEFERRED PER THE MEL. THE RPTR SAID THE MEL REQUIRES THE AIRSTAIR UP LATCHES BE CHKED PRIOR TO DEP FOR BEING UP AND LOCKED. THE RPTR STATED AFTER LNDG THE AIRSTAIR UNLOCKED AND HUNG DOWN ABOUT 24 INCHES.
