Narrative:

While on IFR flight to practice approachs, I started with an ILS runway 36 approach to brl, then to ILS runway 3 at gbg. En route to mli VOR to practice ILS runway 9 to mli, over the mercer county airport, lost electrical power. At this time I reached for hand held radio. While trying to get radio working, I was in broken cloud area. Hand held GPS showed over mercer county airport. Descended VFR to 1500 ft, proceeded to C00 called C00 unicom and landed. Cause of electrical failure was a bad alternator. There was no injuries, no incident and no damage to person or aircraft. As soon as I landed at C00 the mli tower was contacted.

WHILE TRYING TO GET RADIO WORKING, I WAS IN BROKEN CLOUD AREA. HAND HELD GPS SHOWED OVER MERCER COUNTY ARPT. DSNDED VFR TO 1500 FT, PROCEEDED TO C00 CALLED C00 UNICOM AND LANDED. CAUSE OF ELECTRICAL FAILURE WAS A BAD ALTERNATOR. THERE WAS NO INJURIES, NO INCIDENT AND NO DAMAGE TO PERSON OR ACFT. AS SOON AS I LANDED AT C00 THE MLI TWR WAS CONTACTED.
