Narrative:
At approximately AB20 local another captain (acting as copilot) and I had just completed a flight from cleveland (IFR) unloaded our 1 passenger and were repositioning from cps to aln for a scheduled inspection. We received our clearance and taxied to runway 30L for takeoff. ATIS information was current. We received takeoff clearance from tower and started takeoff. After lift-off and gear retraction the left baggage door popped open. There was not sufficient runway remaining for landing. Being fearful of separation of the door and damage to the windshield we asked tower for and received permission to stay low and return for landing. On turn from crosswind to downwind tower told us to turn off our transponder which we did. On downwind tower told us we were granted a 'special VFR clearance.' being based at cps and familiar with airport environment, we were able to return to runway 30L and land without incident. We did this at much below pattern altitude.

Title: A C425 CARGO DOOR IMPROPERLY CLOSED AND LATCHED COMES OPEN ON TKOF. A LOW ALT CIRCLE BACK FOR LNDG AT 200 FT IS ACCOMPLISHED. TWR CTLR ISSUED A SPECIAL VFR CLRNC TO THE CREW WITH THREE FOURTHS MI VISIBILITY.
Narrative: AT APPROX AB20 LCL ANOTHER CAPT (ACTING AS COPLT) AND I HAD JUST COMPLETED A FLT FROM CLEVELAND (IFR) UNLOADED OUR 1 PAX AND WERE REPOSITIONING FROM CPS TO ALN FOR A SCHEDULED INSPECTION. WE RECEIVED OUR CLRNC AND TAXIED TO RWY 30L FOR TKOF. ATIS INFO WAS CURRENT. WE RECEIVED TKOF CLRNC FROM TWR AND STARTED TKOF. AFTER LIFT-OFF AND GEAR RETRACTION THE L BAGGAGE DOOR POPPED OPEN.
