Narrative:
Miscom between tug driver and captain. Captain was starting engines and tug driver called up for captain to 'set parking brake.' captain had his hands full starting engine with bad fuel flow gauge (meled). So he told me to tell the tug driver to stand by. After both engines started, the airplane rolled forward a bit because the tug driver thought the aircraft's brakes were set. No damage involved. Situation attributed to captain trying to do too much at once and inattentive push crew.

Title: MD80 MOVES FORWARD AT RAMP AFTER PUSHBACK AS ENGS ARE STARTED. THE BRAKES HAD NOT BEEN SET AFTER TUG DRIVER WAS TOLD TO 'STAND BY.'
Narrative: MISCOM BTWN TUG DRIVER AND CAPT. CAPT WAS STARTING ENGS AND TUG DRIVER CALLED UP FOR CAPT TO 'SET PARKING BRAKE.' CAPT HAD HIS HANDS FULL STARTING ENG WITH BAD FUEL FLOW GAUGE (MELED). SO HE TOLD ME TO TELL THE TUG DRIVER TO STAND BY. AFTER BOTH ENGS STARTED, THE AIRPLANE ROLLED FORWARD A BIT BECAUSE THE TUG DRIVER THOUGHT THE ACFT'S BRAKES WERE SET. NO DAMAGE INVOLVED. SIT ATTRIBUTED TO CAPT TRYING TO DO TOO MUCH AT ONCE AND INATTENTIVE PUSH CREW.
