Narrative:
On climb out, inadvertently and temporarily exceeded 250 KT speed limit below 10000 ft. Aircraft was close to limit when turbulence associated with a cloud layer was encountered. Drag reduction in turbulence and diversion of instrument scan combined to cause approximately 10 KT overshoot of speed. While overspd correction in progress phl departure issued friendly and timely reminder. Will allow more airspeed margin below limit in future turbulent cloud deck encounters and initiate quicker instrument scan.

Title: CORPORATE JET FLC EXCEEDS 250 KTS UNDER 10000 FT. PIC CITES THEIR ENCOUNTER WITH WX AS THE MAJOR DISTR.
Narrative: ON CLBOUT, INADVERTENTLY AND TEMPORARILY EXCEEDED 250 KT SPD LIMIT BELOW 10000 FT. ACFT WAS CLOSE TO LIMIT WHEN TURB ASSOCIATED WITH A CLOUD LAYER WAS ENCOUNTERED.
