Narrative:

Aircraft was cleared to taxi wbound on taxiway C to the ramp. Approaching taxiway Q and taxiway south, a widebody transport aircraft was seen approaching rapidly from the right with no sign of slowing. Crew commenced braking and swerved to left while widebody transport also appeared to brake rapidly. Crew elected to continue through intersection in hopes of clearing approaching widebody transport. Widebody transport stopped prior to entering intersection. When queried by widebody transport, ground control admitted mistake. (Neither aircraft was instructed to hold short of intersection.) contributing to near mishap was darkness, service vehicles on roadway parallel to and between east/west txwys, backgnd ramp lighting behind widebody transport and shining into crew's eyes, widebody transport lighting which included a single light on the nose gear and left wingtip light (almost 100 ft from nose gear), heavy radio load.

Title: CITATION ACFT AND WDB ACFT TAXIING AT NIGHT, NEITHER ACFT INSTRUCTED BY GND CTLR REGARDING POTENTIAL CONFLICT OR HOLD SHORT INSTRUCTIONS, ALMOST HAVE COLLISION ON GND.

Narrative: ACFT WAS CLRED TO TAXI WBOUND ON TXWY C TO THE RAMP. APCHING TXWY Q AND TXWY S, A WDB ACFT WAS SEEN APCHING RAPIDLY FROM THE R WITH NO SIGN OF SLOWING. CREW COMMENCED BRAKING AND SWERVED TO L WHILE WDB ALSO APPEARED TO BRAKE RAPIDLY. CREW ELECTED TO CONTINUE THROUGH INTXN IN HOPES OF CLRING APCHING WDB. WDB STOPPED PRIOR TO ENTERING INTXN. WHEN QUERIED BY WDB, GND CTL ADMITTED MISTAKE. (NEITHER ACFT WAS INSTRUCTED TO HOLD SHORT OF INTXN.) CONTRIBUTING TO NEAR MISHAP WAS DARKNESS, SVC VEHICLES ON ROADWAY PARALLEL TO AND BTWN E/W TXWYS, BACKGND RAMP LIGHTING BEHIND WDB AND SHINING INTO CREW'S EYES, WDB LIGHTING WHICH INCLUDED A SINGLE LIGHT ON THE NOSE GEAR AND L WINGTIP LIGHT (ALMOST 100 FT FROM NOSE GEAR), HVY RADIO LOAD.
