Narrative:
On approach to land at pit was advised to contact pit tower at the marker. Pilots never got a marker beacon signal and then got busy. Did not contact tower till on the ground. I don't think that a frequency change at a later time should be given when the pilots are in a high workload time. It would have been just as easy and safer to contact tower at the hand-over then at a later time like at the marker.

Title: CPR MLG LANDS WITHOUT CLRNC AT PIT. FAILED TO CHANGE TO TWR AT THE LOM AS INSTRUCTED BY APCH CTLR.
Narrative: ON APCH TO LAND AT PIT WAS ADVISED TO CONTACT PIT TWR AT THE MARKER. PLTS NEVER GOT A MARKER BEACON SIGNAL AND THEN GOT BUSY. DID NOT CONTACT TWR TILL ON THE GND. I DON'T THINK THAT A FREQ CHANGE AT A LATER TIME SHOULD BE GIVEN WHEN THE PLTS ARE IN A HIGH WORKLOAD TIME. IT WOULD HAVE BEEN JUST AS EASY AND SAFER TO CONTACT TWR AT THE HAND-OVER THEN AT A LATER TIME LIKE AT THE MARKER.
