Narrative:
Air carrier X was sbound at FL310, holding south of the lvl VORTAC and was about to be vectored to fak VORTAC to continue holding. Air carrier Y was northbound direct pxt climb to FL350. Air carrier Y was asked to expedite climb for traffic. Then air carrier X was issued descent to FL290. Air carrier X slightly delayed his descent and air carrier Y was issued a turn to 090 degrees. The aircraft missed by at least 3 mi and 1300 ft. This incident is a result of massive holding for lga and ewr inbounds. Once again the ATC system was overloaded.

Title: A NBOUND CLBING B737 WAS BEING VECTORED AROUND A HOLDING B737. WHEN REQUESTED EXPEDITE CLB CTL INSTRUCTION WAS NOT PERCEIVED TO SEPARATE FROM HOLDING TFC, BOTH ACFT WERE ISSUED VECTORS. ACTIONS WERE INSUFFICIENT TO MAINTAIN SEPARATION.
