Narrative:
Passenger exited aft l-hand lavatory on B767-300 and smelled strongly of cigarette smoke. Passenger was non american and had previously been personally apprised of non smoking policy law of united states carriers. When I asked him if he had smoked a cigarette in lavatory (twice -- he evaded first question) he answered affirmatively. He stated he disposed of cigarette in toilet. Other flight attendant checked lavatory, found ashes in sink, no indications in trash bins/storage bins of any residue. Purser talked to passenger citing captain's part 1 of manual. Passenger was observed repeating action. Security met passenger in dfw.
