Narrative:

Configuring for a visual approach runway 3L at dtw, we had a flap asymmetry message on the MFDU with flap handle at 8 degrees and both pfds showing 0 degree flaps. We initiated a go around and got vectors back around while we ran checklists. We landed uneventfully with flaps at 0 degree. The crash fire rescue equipment equipment was standing by but not needed. Callback conversation with reporter revealed the following information: the reporter stated that the corrective action taken by maintenance was resetting the reset switch on the test panel. The reporter said the flaps then tested ok after reset. Supplemental information from acn 396096: when flap handle was moved to 8 degrees, a flap asymmetry message displayed immediately. Flap position was blank indicating flaps up. We notified the tower and initiated a go around. We ran the flaps asymmetry and landing with flaps less than 25 degrees, checklist and declared an emergency. Fire/rescue equipment was requested to be standing by. No special traffic handling was requested other than vectors to allow time for checklist accomplishment. Landing was made with flaps 0 degree. Gross weight at touchdown was approximately 84000 pounds with touchdown speed approximately 150 KTS. On runway 3L wind was 330 degrees 17 KTS, temperature 23 degrees F/-05 degrees C. Braking was initiated at 110 KTS normal reverse was used, brake temperature remained in green arc after landing.

Title: A FOKKER 100 ON APCH AT 3000 FT DECLARED AN EMER DUE TO THE TRAILING EDGE FLAPS FAILING TO EXTEND AND HAVING AN ASYMMETRY WARNING REQUIRING A FLAPS UP LNDG.

WE INITIATED A GAR AND GOT VECTORS BACK AROUND WHILE WE RAN CHKLISTS. WE LANDED UNEVENTFULLY WITH FLAPS AT 0 DEG. THE CFR EQUIP WAS STANDING BY BUT NOT NEEDED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT THE CORRECTIVE ACTION TAKEN BY MAINT WAS RESETTING THE RESET SWITCH ON THE TEST PANEL. THE RPTR SAID THE FLAPS THEN TESTED OK AFTER RESET. SUPPLEMENTAL INFO FROM ACN 396096: WHEN FLAP HANDLE WAS MOVED TO 8 DEGS, A FLAP ASYMMETRY MESSAGE DISPLAYED IMMEDIATELY. FLAP POS WAS BLANK INDICATING FLAPS UP. WE NOTIFIED THE TWR AND INITIATED A GAR. WE RAN THE FLAPS ASYMMETRY AND LNDG WITH FLAPS LESS THAN 25 DEGS, CHKLIST AND DECLARED AN EMER. FIRE/RESCUE EQUIP WAS REQUESTED TO BE STANDING BY. NO SPECIAL TFC HANDLING WAS REQUESTED OTHER THAN VECTORS TO ALLOW TIME FOR CHKLIST ACCOMPLISHMENT. LNDG WAS MADE WITH FLAPS 0 DEG. GROSS WT AT TOUCHDOWN WAS APPROX 84000 LBS WITH TOUCHDOWN SPD APPROX 150 KTS. ON RWY 3L WIND WAS 330 DEGS 17 KTS, TEMP 23 DEGS F/-05 DEGS C.
