Narrative:
Tower issued 'taxi to holding point runway 19.' those were the last instructions given. While flight engineer and I were completing the taxi/before takeoff checklist, we approached the hold short and where I stated 'hold short.' PF stated we had been cleared to 'line up and wait.' I stated again the last clearance I heard was to hold short. PF stated we were cleared to line up and wait. I commanded him to stop -- B737 was on short final. Our aircraft was approximately 30 ft from runway. PF passed it off as poor communications and language barrier. Every time this person flies, we have an incident such as this. My chief pilot is aware and prefers to work with him and develop his skills. Although circumstances like this are occurring less frequently, it only takes 'one' time to create a disaster.

Title: CAPT OF A GULFSTREAM, G2, FAILED TO STOP AT THE RWY HOLD SHORT LINE DUE TO MISUNDERSTANDING FOREIGN TWR CTLR INSTRUCTIONS TO LINE UP TO THE HOLD SHORT LINE. THE FO STOPPED HIM IN TIME TO BE CLR OF THE RWY ON WHICH A B737 WAS LNDG.
Narrative: TWR ISSUED 'TAXI TO HOLDING POINT RWY 19.' THOSE WERE THE LAST INSTRUCTIONS GIVEN. WHILE FE AND I WERE COMPLETING THE TAXI/BEFORE TKOF CHKLIST, WE APCHED THE HOLD SHORT AND WHERE I STATED 'HOLD SHORT.' PF STATED WE HAD BEEN CLRED TO 'LINE UP AND WAIT.' I STATED AGAIN THE LAST CLRNC I HEARD WAS TO HOLD SHORT. PF STATED WE WERE CLRED TO LINE UP AND WAIT. I COMMANDED HIM TO STOP -- B737 WAS ON SHORT FINAL. OUR ACFT WAS APPROX 30 FT FROM RWY. PF PASSED IT OFF AS POOR COMS AND LANGUAGE BARRIER. EVERY TIME THIS PERSON FLIES, WE HAVE AN INCIDENT SUCH AS THIS. MY CHIEF PLT IS AWARE AND PREFERS TO WORK WITH HIM AND DEVELOP HIS SKILLS. ALTHOUGH CIRCUMSTANCES LIKE THIS ARE OCCURRING LESS FREQUENTLY, IT ONLY TAKES 'ONE' TIME TO CREATE A DISASTER.
