Narrative:
65 mi southwest of odeal on A699. We were assigned FL290 mach .80 by ZMA. Our position was about 65 mi southwest odeal on A699 N3248.0/W072.04. TCASII picked up an aircraft at our 1 O'clock position 18 mi same altitude traveling southwest. Tried calling on 130.55 without luck. Our flight paths were converging so we turned south to avoid any threat. The other aircraft passed off our left wing about 3 mi. By turning early we did not get a TCASII RA. Report was made to ny commercial radio on XXXX. Supplemental information from acn 398639: 70N bacus assigned FL290 at bacus. Large WX cell between bacus and burtt. Strong winds from south. Granted 35 mi east deviation. Descent to FL290. At FL290 35 mi not enough, requested 45 mi avoiding WX and turning back to course, received TCASII TA. Continuous turn toward on course and cleared direct nance. New york slow to respond.
