Narrative:
In contact with curacao control at pokak, proceeding sbound to afton. FL330 had been confirmed as the altitude they wanted us to cruise at. An estimate for afton had not been relayed as it is not a mandatory reporting point. North of afton, traffic appeared on the TCASII at the 20 mi ring almost straight ahead. It was acquired visually, but difficult to tell its direction. A slight right turn was made in accordance with right of way rules, as it was not totally apparent whether it was fully opposite direction or crossing. As it closed, the TCASII commanded an RA to descend. The other aircraft was heard to radio curacao that it was initiating a climb for an RA. When TCASII advised clear of traffic, we resumed FL330. The controller, on this advice, said nothing more. He seemed as if he had no clue as to what or why the conflict had occurred. He did not seem fully articulate in the english language. Thank goodness for TCASII.

Title: AN ACR B767 OBSERVED CONFLICTING TFC AT THE SAME ALT ON THE TCASII AND SAW IT VISUALLY, BUT WAS UNABLE TO ASCERTAIN THAT SEPARATION WOULD BE MAINTAINED. THE B767 TURNED SLIGHTLY AND DSNDED IN ACCORDANCE WITH TCASII RA, AND HEARD THE OTHER ACFT RPT RESPONDING TO A TCASII RA AND CLBING. THE FOREIGN CTLR SEEMED TO HAVE NO CLUE TO THE PROB AND DID NOT ARTICULATE WELL IN ENGLISH.

HE SEEMED AS IF HE HAD NO CLUE AS TO WHAT OR WHY THE CONFLICT HAD OCCURRED. HE DID NOT SEEM FULLY ARTICULATE IN THE ENGLISH LANGUAGE. THANK GOODNESS FOR TCASII.
