Narrative:
Waiting for IFR clearance to msp. First officer was monitoring both CTAF and clearance (FSS). Captain monitoring CTAF. Another aircraft (beechjet) just canceled IFR inbound. Captain had him in sight on downwind. First officer received clearance to depart. Captain made announcement on CTAF we were departing runway 13 straight out departure and thanked beechjet for canceling. First officer completed before takeoff check and runway items check. The captain (me) added takeoff power. Around 50 KTS we sighted the duchess rotating at 12 O'clock on the cross runway, approximately 2000 ft ahead. We continued a normal takeoff. After completion of after takeoff check we contacted the duchess to see if he was on frequency. He was and I asked if he made a takeoff announcement. He said no. Unfortunately, this was a perfectly legal move. A stupid one, but legal. I believe he chose the other runway so he would not have to wait in line behind us as we waited approximately 3 mins for our IFR clearance. This situation has cost lives in the past, ie, beech 1900D in quincy. Do you think the flying public would like to hear about these sits?
