Narrative:
Mobile approach control refused to provide VFR advisories to en route VFR aircraft. FAA handbook 7110.65 clearly states this is a requirement if workload permits. In both of these cases workload was light. While only 2 incidents are cited on this form, this is an ongoing problem with mobile approach which management refuses to correct.
