Narrative:

After dropping off skydivers and beginning descent from +/- 7500 ft AGL, lost all engine power. Checked all the usual things but could not restore. Power returned at +/-200 ft AGL over runway. Made normal landing. Checked airplane -- found fuel tanks empty. Had added 25 gallons 1.1 tach hours before, tanks should have been fine. Assumed excessive fuel consumption or leak but inspection revealed nothing amiss. Added 30 gallons, did thorough ground check, then flew around pattern - - everything seemed normal. (Fuel gauges inoperative.) loaded skydivers for jump from 3500 ft. Upon beginning descent, again lost all power! This time needed to request another airplane in the pattern give way. Power did not return but landed more or less normally and coasted off of runway onto taxiway. Checked airplane -- again found tanks empty! Problem discovered: fuel truck was empty, but meter ran while dispensing mostly air. Standing on chair while fueling high wing cessna, could not see if fuel was actually being added. Corrective action: check fuel truck tank, but most importantly -- always visually check tanks. Don't rely on gauges -- including fuel truck!

Title: PLT OF A SKYDIVER C182 ACFT MADE FORCED LNDGS ON 2 SEPARATE OCCASIONS DUE TO ENG FUEL STARVATION. HE HAD FUELED THE HIGH WING ACFT WITH AN EMPTY FUEL TRUCK. HE HAD NOT VISUALLY CHKED THE ACFT FUEL TANKS FOR FUEL AFTER REFILLING.

CORRECTIVE ACTION: CHK FUEL TRUCK TANK, BUT MOST IMPORTANTLY -- ALWAYS VISUALLY CHK TANKS. DON'T RELY ON GAUGES -- INCLUDING FUEL TRUCK!
