Narrative:

On the milton 1 arrival into lga, we were at FL190, and were told to cross 'vibes' at 13000 ft. During our discussion I realized that I had forgotten to start down in time to make our 'vibes' crossing restr. We crossed vibes at 15000 ft and leveled at 13000 ft 5 mi past vibes. I asked the controller if there was any problem with our late descent, and she said 'no problem.' I chose a poor time to discuss further training for the first officer, and next time I will wait until firmly on the ground.

Title: CAPT OF AN LGT FAILED TO START ARR DSCNT AFTER BEING CLRED TO A LOWER ALT RESULTING IN NOT MAKING XING ALT. HE DID WARN ARTCC RADAR CTLR OF THE ERROR TO WHICH THE CTLR SAID THAT THERE WAS NO PROB.
